    What he was trying to explain for the electricity is that, in addition to the 3 tiers (which are based on your usage, not your location), if you use a lot regularly then you have an extra rate added on, and that is referred to as the DAC (Doméstico Alto Consumo). What is considered high enough consumption to trigger the DAC varies by region, that is probably what he was trying to explain when he talked about the area. The regions are set up to account for hotter areas, and Playa is in the 1B region.
    The DAC is based on your past 6 bills, or 12 months of usage. So my guess is he's saying the previous tenant used a lot of electricity and have thus pushed that unit into the DAC rates, and so the landlord is offering to pay $1000 towards the bill due to offset the DAC. If that's so then using less electricity would eventually get it out of DAC, but possibly not for an entire year.
    That's something to add to your checklist; you should always be asking if the place you are looking at is currently in DAC, and even ask to see the current bill.

    Increase your budget some. We lived 1 block from there in a luxury condo--1 block from beach & 5th Ave. Our pool area was super clean, working grill and lying beach chairs. Foyer and entrance was luxury and pristine. We had a brand new washing machine/dryer. It was a little loud at night (music), but for some reason it was tolerable -- I mean you're off 5th. Ours was $1300usd - 2BR/3BA/huge balcony 1000sq ft. I don't know that our utilities were that high.

      @@grandsolismedia we had hurricane shades that we dropped every night, but still, we could hear the music. It never stopped us from sleeping or enjoying tv or anything. The work trucks during the day were super loud tho. Like REALLY loud.
