    My head canon is that somewhere along his earnests tries to succeed the hunter exam, he either saw some real shit happening (killings, torture, you name it), or he got waaaay too close to being the victim in one of those scenarios. It's not my intention to play armchair psychologist here, but no one is so stupid to play a death game just to take the piss on others, for *34 times*. That is a life time of dedication to life-threatening ordeals, for what? To risk your life with nothing to show for it? Pure sadism? Could be, not ruling that possibility, but there are some signs that could show some little fragments behind the actions of our dear Tonpa.
    Tonpa is a very perceptive and intelligent man; his behavioral and analytical skills allow him to discern situations and play them to his advantage. Whenever Tonpa is remembered, it seems that his most relevant trait is his deceiving nature and that is very understandable, we as readers are being guided to fixate more on the main characters, and thus, stand on their "moral" side. And that is exacerbated even further when faced with Tonpa, a character presented with a surface desire to make others fail. The contrasts are in the ideological sphere only, as his presentation makes clear once Killua starts chugging down the super laxative drink and Tonpa legitimately get worried for the boy's life, he is *not* a murderer, and that is a key factor in expanding his character.
    I think Tonpa acts on two sets of goals as he finds himself on each Hunter Exam, a realest one and a "if everything happens to work out in my favor, fuck yes" one. First, as we know, he tries to eliminate weak candidates as soon as the first phase starts, even though eliminating the weak first just speeds the culling of the strong ones (whom he actively avoids). Even when his reputation as a "Rookie Crusher" was starting to solidify and other participants began to catch out his intentions, he still did it. Was it the fame, at this point? Well, I think it all comes back to the Exam where he gave up, whatever it happened to him, it made him change the way he approached the consequential Exams. His realistic goal is to makes the rookies go home, either due to his ego, due to the dangers of the exam, due to the dangers imposed by of some of the people taking the exam, maybe a mix of all of those things. But, I really think that he still gives a shot every time he participates the Hunter Exam, making sure he can take a sufficient amount of challenge without over extending and/or kicking the bucket, he's a strategist and not a fighter.
    Maybe Tonpa is already a hunter: a Hunter Exam Hunter!
