Gabriel....there are lots of operators here, some with their own equipment. It would be a difficult endeavor to pursue this. Land clearing, construction, site prep, and general work is filled by local labor, plus the wages would be discouraging.
Belize generally doesn't give out work permits for anything a local can do. They do this to protect jobs for Belizeans. Your best bet is to start your own company in Belize.
