Unfortunately if you report a dog in this shape and they are at the groomer the humane society sees it as the owner trying to better the dogs situation.

I have a 9 year old female that looks like this one. She has a brown nose and we don’t let the hair on top of her head grow long. Her tail is very bushy like a pompom. Shitzu’s are sweet dogs and she is very loyal. Great video and great work.
Lovely Shih Tzu came out under all dirty hairs. I also have a over 13 years old Shih Tzu & I can't understand why owners don't do her best to give the small boy a better feeling.

Maybe it was a rescue dog.
Short grooms can mess up the fur, especially if it’s a dog with a double coat. A groom that short is only done on bad cases, like this
