Now I know what's going on. If we want to slow down electricity we need an electric conductor, but if we want to slow down magnetic monopoles we need an insulator / diaelectric Volt = "voltage" / magnetic current. Dia mean twice/two or second electricity, magnetic time.

From what I understand devices like that are made exactly the same way it looks. Just a bunch of straws all together facing the same direction. Also as perfectly straight as you can get them.
