I went through this scenario with a home I purchased that was built in 1963. The outlets were not grounded. I upgraded the electrical panel and made that grounded. When inspection came they tried to fail me. I educated the inspector and he then talked to his manager and confirmed. Just another work around to pass inspection. 😉
