How does God ever do other than what is ideal?
I think he meant that God plans sometimes doesn't seem ideal to us because it sometimes doesn't line up with our goals, dreams or plans, but he leads us in what's best for us for his glorification and our purification.
It what WE Think is IDEAL. A good reminder we are not in control.
