Muscovy ducks are invasive, nasty, and have severly diminished the native duck population... people keep feeding them and that's making beginning to make them a nuisance. And i think i know where you are... is this the walmart parking lot in cape coral on delprado?
I'm sure most of the plastic bags are from birds raiding the garbage bins or parking lots & picking them up then flying them to the pond hoping to find food in them. I've seen it. People dumping or the wind blowing bags there is a smaller percentage.
At many locations the parking lot maintenance is done by a contractor. I would not be surprised if employees, such as the ones who collect the carts, are not allowed to clean up such bio-hazards. They are likely waiting for the property maintenance contractor to clean up the cart.
Also those rats and probably mice that are deceased there in that public health hazard. Is probably from the bait stations at Walmart. The modern more humane baits are a powerful blood thinner which causes a brain hemorrhage, but before they pass they seek out water as it makes them very thirsty. Which causes them to go away from the site unlike older inhumane baits which were gruesome.

I live in north west Louisiana and plastic is all we get here lol so reusable items we reuse anyway way we can including plastic items that like soda bottles and stuff like creamer containers what we can’t use it usually gets burned we don’t even have trash service I burn lots of trees that have fallen and right now I have plenty of trees because of a tornado that hit us at the beginning of the year it stripped half of my trees on my property so I’m using what I can for firewood and the rest gets burned as I continue to clean up the damage
You can. Its just very uncomfortable to us pampered folk. But generally, you will live. Any weather that can kill a human, can kill pretty much any other animal.

Rats can survive in most climates, i live in chicago and it's freezing here and the rats are running everywhere,once again voted rattiest city.
If a pond is stagnant and unoxygenated, it will go fetid. Too bad that walmarx doesnt pay a landscaper to clean that up once in awhile if its theirs.
