Historically, Austria WAS considered a part of Germany. They're considered ethnic Germans, and Austrian is a dialect of German (Very close to Bavarian...) The only reason Austria isn't a part of the modern united Germany is due to the spat between the Kings of Prussia and the Archdukes of Austria in their struggle to be the top dog over all of germany. The Prussians won the war and said the Austrians weren't allowed to be a part of the new Germany... It's kinda sad... but also nice because now the Austrians have their own identity! :D
