I will presume you are also american, like me, and I have learned over the years that we can't really comprehend how the class system in the UK informs a lot of their lives, even now, but especially 80 years ago.
He wrote it during ww2 and identified the class structure of society as a major weakness in the UK, and that a socialist revolution would eliminate that weakness.
In simple terms, he was saying the same things that 'democratic socialists' say now, but much better. Orwell believed the English were particularly well suited to a fair form of socialism due to their culture.
The part about 'decentralized government' is more that he advocated for local governments to have more power over a region, town, or even village rather than a giant bureaucratic entity in London making decisions for everyone.
One interesting thing that Orwell didn't live to see was that early on in the USSR they did attempt to have local control and workers' unions controlling different industries at first, but over time that shifted to more and more centralized control.
I think that is what would happen under any socialist system, with justification that it reduces costs or guarantees equality or something, while also limiting the ability of anyone to meaningfully rebel, which is the real reason really wealthy people love socialism... but I'm getting into a different area again.

I’m from the UK and whilst Starmer isn’t creating detainment camps, our prisons are full and Starmer (our PM) is having innocent people arrested for having an opinion that doesn’t support the government line, releasing dangerous criminals early to make way for people posting a meme or emoji, I wouldn’t be a bit surprised if our PM is considering building detainment camps. The way EU s acting is very much the way Soviet Satellite countries had to act under Soviet control. That is why there was radio free Europe. I remember trying to get them on an old radio that had shortwave on it to get real news. She clearly has no real sense of what's happening in the UK and the EU.
The EU is not representative of Europeans. And neither is Jessica.
As a voter in the US, I didn’t support the passing of things such as the Patriot Act. Jessica seems to think the voters in those European countries voted to have their speech censored, or criminalized. Government does what it can get away with, and little by little they will chip away all of our rights if we let them. We need to protect our Constitutional freedoms. And why do people all around the world, including Europe want to emigrate to the United States?
As a European and the majority of Europeans we are more than happy living in Europe and we don’t want to move to the jungle called USA

Is she for real? She is very confused and I think she needs some help. She needs to deal with reality alright. Everything that comes out of her mouth is inciting violence somewhere. It could be considered as hate speech, because it is the nonsensical spew that most Americans are against. Speech is worth defending and more is always better, adults with any common sense and that know history have no issues with this. When someone tries to label what is mis or dis, the problem begins. Look to history and the concentration camps. People all over the world could not believe this and some people still deny it. No speech is worth ignoring and definitely should not be stopped. People are intelligent enough to work things out, if given the opportunity.

I rarely say this, but Robbie is 100% correct here. If Jess truly has such little understanding of our Constitutional Rights and the nature of censorship enabling authoritarianism, that is truly sad for her and her audience.
It is fun to dunk on Jessica, but the sad reality is she is in the generation that was damaged by the Bush No Child Left Behind policy. There is no critical thinking ability there because the public school system failed her, yet managed to instill in her a love for the government to run things.
