The thing is, most creators will try their best to follow some sort of basic rules of fair use. You can only use someone else's video in your own video, if your video somehow transforms the original work. If you just sit there and don't even add a certain amount of commtary, you're basically stealing the original work. Just because many creators neglect the copyright laws, doesn't mean they don't exist.
