I think the answer is both yes and no. Stefan was attracted to Katherine but all his feelings went away when he found out she was a vampire. Katherine compelled his love by taking away his fear.
@@NatReads I'm sorry, but "I've never compelled your love. It was real and so was mine" she never compelled him to love her. Make him not be scared of her doesn't mean that he must be still in love with her. Plus the only reason he saw Elena was because she looks exactly like Katherine

However, while she compelled him, her last words in the compulsion were “we will go on exactly as we have.” It made him stay in a relationship with her and act as he had before. He didn’t get to make that choice for himself nor was he allowed to deal with his true feelings.
