That is a Kutmaster barlow with black delrin covers. Sounded like it had a nice walk and talk too. It's not worth much as far a cash goes and it's not particularly collectible so I would clean it up. Unless of course you prefer to keep the patina. If your going to clean it I would recommend using Flitz and your preferred lubrication oil (I use rem oil or mineral oil). If there isn't a whole lot of pitting then you have a solid working EDC knife there.

I am not sure what tool cost $100. Vacuum guages are about $10 each. They are the same for automotive and motorcycle work. You may be thinking of a dwell meter wgich is a fancy timing and vacuum tool.
I did mine this morning backward. Water went into the engine, but all came out with revving the engine, slowly.

How do I know if the vacuum is Right
I have a vstar 650 I love the bike I started off the same way using this same method until I broke my glass. Then just bought a motion pro syncpro carb tuner. But either of these methods work great folks. And if you haven't sync'd your carbs in a while you'll probably notice a nice improvement. Thanks Fred for show people this and btw very nice knife.
