Actually, I think he was talking about processing a crowd of people, trying to check in. The idea being that it would take a lot longer if they had to ID everyone coming through. Each individual might only take 15 extra seconds, but if you're processing 100 people, that's an extra 25 minutes on top of what it would already take to process everyone.
