Just thought I would share that I have been using this pattern with a buckle and making collars for pets cats. If you don't do the knots too tight, the collar has a bit of spring to it. Make the size just right and it won't come off, but could in an emergency with some persistents. Probably never going to be an 'approved' safety measure, but it seems to work in practice.
