in my personal opinions the ending of this episode is ones of the most depressing episodes. because after all the fight,struggles and many lives lost also finally almost all the dumb titans outside the wall gone. eren thought this would be it, we can finally set to the unknown and explore the world. but nah that would be too easy for him and the scouts. the sadness and the dissapointment was so apparent in eren voice tone and expression.
If you listen carefully to what Floch said, you will see he is in a sense saying the same thing that Armin and Jean have been saying so far. Both Armin and Jean obviously realized this, which is why they recognized Floch's correctness and stopped refuting him.
Floch is 100% correct,but he could say it somewhere else.And Erwin loss is even worse since they are in serious need of a military leader/strong diplomat to deal with the outside

A possible explanation to Eren's reaction to touching Historia is that previously, Rod Reiss revealed that Grisha came to them to kill them and take the founding titan. This instant we see a bit more to the event that Reiss didn't explain, Grisha came to them to beg for help against the titans. So it establishes some doubt about the historical account from Rod Reiss.
The sad part of all this is that without us realizing it this was the last episode animated by Wit Studio before he left the project due to lack of time. It is here when mappa takes the baton for the path of what will be the fourth and final season of this story and THIS IS JUST MY OPINION, mappa is fine but he does not perform the titanic task never better said, of animating this series with the super highest quality with which Wit Studio made. That's why for me this chapter is even sadder than it is, because those people who gave the identity of AoT and made it what it is today abandoned it at that very moment without our knowing. By the way, in the credits scene there are images drawn by Wit Studio of what would have been the last season animated by them. Btw to me, the soundtrack of the credits scene reflects the sadness that Wit's entire team feels at having to say goodbye without having been able to finish what they started.
