Synchronizing Baltimore traffic signals not easy

Traffic headaches in downtown Baltimore are nothing new, but city officials said fixing the cause may not be all that easy. At times during rush hour, it seems pedestrian traffic is the only thing moving fast. Traffic signals aren't synchronized, and it may take tens of millions of dollars to fix that problem.
