The vast majority of traffic signals are assembled using white LED circuit boards covered by a colored lens. Having three different colored circuit boards can be confusing as they all look the same without power running through them. So in the warehouse you could easily mix up red boards with yellow or green. But I say your city is wasting money because buying 900 white led circuit boards is usually cheaper due to bulk discounts than buying 300 green, 300 yellow, and 300 red.

A new LED unit roughly the same size as the old incandescent reflector unit is fitted into the door frame of the glass lens, then it is connected to power wires coming into signal head. One of the problems with the LED modules is they don’t give off as much heat as the incandescent signal heads which can cause problems on signal units in cold snowy areas because if the snow is falling hard enough, the signal lens can become covered in snow not allowing the signal to emit light.
the green light is bluey-green because a non-LED type bulb burns with a yellow-white light not a pure white light, so they tint the lens slightly blue to compensate providing a fully green colour upon illumination. (yellow+blue=green) this originally comes from old time flame-lit railway signals where the lens was even bluer than the ones on traffic lights to compensate further as a flame burns yellower still than a bulb.
That's actually VERY close to what they described. Remote controls use IR LEDs (Infrared). The trick is making the light flash fast enough and in the proper pattern. There are actually devices you can buy and install into your car to accomplish this. But they're highly illegal in the vast majority of municipalities.

"640 L" refers to the number of lumens (brightness) the lightbulb is capable of. Fun fact: the bulbs inside red lights need to be brighter than the bulbs inside green and amber lights, because in order to get a pure red, the lens must have a very dark tint, otherwise the red light would look pink. So a brighter bulb has to be in the red light. At least that is the case with older incandescent traffic signals, the newer LED signals don't have this problem.

On it's own, it's warning you that it's about to change to red, so unless you're already committed to crossing the line, slow down be ready to stop for red. A yellow in combination with red tells you that it's about to change to green, so get ready to go. To get a light to turn green, simply bring a TV remote and aim the light at the stop light or stop light box and click on the remote super fast until it turns green
