I think a better way to approach a red light that has cars in all lanes would be to drive up to the light slowly to waste time for the green. If the car is constantly in motion it prevents the cops from getting out the car since you never fully stop. He could also have stopped next to the last car waiting at the red light (so cops can't box you in) and wait for the cops to get out to approach then move forward and hopefully that also gives enough time for the light to turn green.
