We know from gen 3 datamine (snowboarder trainer class) that there was supposed to be an arctic/snowy area in Hoenn. Some of the cut design (polar bear and others) might be explained this way.

The inagery of a bowling ball penguin, bowling ball Spheal, polar bear, and snow-coated pine tree illicits a Hoenn with, at least, an ice berg location, and it really makes me wish upon wish for a proper snow biome in earlier Pokemon games

There's literally no connection to the tropius and the swalot. Just because 2 pokemon are next to each other DOES NOT mean they're connected. You guys are just making stuff up.
I can undertsand drawing directly with sprites and creativity worked as a tool that almost randomly combines different pieces everywhere into the final product might just be the thing at the time. But darwing those creepy creatures to start just screams wasting time to me.
