For starters the welder is set way too high for the size material you want to weld. Ok for tacking. Not for running a nice bead of weld. Try about 95 amps. With low hydrogen rods you are using , they can be hard to start. Try tapping the end of rod on concrete or not where it will earth out, to break off the flux thats preventing the metal in the rod from earthing to job. Angle the rod about 10 to 15 degrees off vertical towards the hinge as its thicker Steel and you wont burn thru it like the pipe. When you start , dont move too fast, you will see molten metal pool forming. Dont move too fast that you come out of it and maintain constant speed. The weld rod will dump metal into the pool and you need move away from it so it doesnt build up too much. Watch the edges of the weld pool burn into each metal you are welding. You should end of with bead of weld thats prominent and like a little hill between the two metals, not flattened out and the edges under cut from welder set too high.
Remember to adjust the welder to the size material you are welding and keep the lenses clean in the helmet so you can see properly exactly whats happening and where your going withe rod.

On the side of the box it say min/max. Go a bit over half of that and move the stick at the same speed like if you paint a window
