@@windradyne8724 With this and Vraks, they both have an advantage. One was literally an armory world, meaning they had guns for literal years. And the other PDF was lucky to be funded by a rich world, and that their environment even required advanced technology. In 40k, people seemed to only be well equipped when they directly need the equipment in question, and that is why every imperial planet hasn't used just built up their defenses.

@@omegawilliam95s36 Indeed. It's a major theme in 40k that everything is driven by necessity, even the bad parts. But I do think you are taking it a little bit too far. Most Imperial Worlds would have militaries that far surpass all the nations of modern-day Earth combined.
Every Imperial Planet does build up its defenses independently, but due to the Imperial political structure; a central authority with autonomous regions, they do so without Imperium support unless deemed necessary. Hence the disparate differences in quality. From feudal garbage to internal domains with their own navies that would be called empires if they weren't under the Imperium.
Elysia is very much the exception, but the norm I would argue is far superior to what Arch presents. The opposite just makes zero sense.

I think maybe the above commenter was saying that the PDF of the world that gives its PDF power armor is sending its best to the guard. An alyssian drop Imperial guard regiment is superior in training and epuipmemt standard to the Alyssian PDF. The average imperial guard regiment would be inferior to the power armored PDF, but the imperial guard regiment from that world is going to be superior to that worlds PDF. Like swat teams vs standard police. Both better shots than the average citizen, but the swat team is better than the standard officer.
I recall that in one of the Ciaphus Cain books Amber Lee Vail is wearing a suit of power armor for a human woman presumably taken from the sisters of battle. I’d imagine most human imperial worlds where the PDF has powered armor is probably a sisters of battle training world and thus the only ones deployed into war zones would be the graduates, but I pity the foolish chaos marine who tries raiding that world of crazed and undisciplined zealots.

When it's handled well, it's interesting to see the interactions between the PDF and Guard. One of the most interesting examples was from one of the Ciaphas Cain novels, where the world he and his regiment were sent had just recently 'graduated' in the eyes of the Administratum and Munitorum to the point of raising its first native Guard regiments.
This caused some problems, since it led the PDF troops to do everything they could to show they were hard chargers worthy of being promoted to the higher-profile status of Guardsmen. While this meant they had zero hesitation about getting stuck in against the Orks they were fighting, it led them to take risks they really couldn't afford. The PDF's Commissar (newly graduated from the Schola Progenium herself) praised them for their bravery and all but called the Valhallans cowards for taking a fraction of the losses the PDF was, until the colonel of Cain's regiment responded that the Valhallans had racked up several times as many kills as the PDF had. The veiled (and sometimes direct) insults back and forth nearly caused a gunfight right there in the command center, until Cain was able to calm everyone back down.

Then for the rest of the campaign, PDF scouts mounted on horseback would be a vital role in gathering information on the xenos, including discovering the crashsite which then allowed a strike force aboard the governor's personal Valkyrie squadron to make a surprise attack and blow up the ship. I think the best way to treat it the PDF's armor is assume that they have what's best for their specific situation. But the average is probably off brand WW2 era tech, as stuff more advanced than that gets you looked at by the Mechanicus, while still being very, very effective at their jobs.

Depending on whether or not you really want to keep it lore friendly from a semi advanced world (think WW1 level) and have it to where the characters possible of dealing out massive damage, I'd say you might want to have them as a generalist soldier with a focus on explosives.
Because no matter what anybody may say, both on tabletop and in many of the RPG's throwing a plasma or pineapple grenade works the same.
