He had a heart of gold and he'll be sorely missed," the chief said. Bluffton Mayor Rich Johnson also praised Francis and said the community will support his family. "This is a very sad day for Bluffton and the brotherhood of law enforcement," Johnson said. "The village will do everything we can to help the family. We send our condolences to everyone involved."

Bluffton is too small for a dirty cop. The cops are not anonymous hires from distant places. They are local home grow kids. They drink coffee at the same shops, go to the same churches, eat at the same fundraiser pancake breakfasts and chicken BBQ's as everyone else. A dirty cop would be exposed in no time and a good chance his own friends or family turn him in.

Police officers initiate the car stop but the suspects initiate the pursuit. The suspects are responsible for the officer’s death.
