Its a joke, because extremist environmentalist are lobbying to ban straws. They did successfully in a few places, but some people do try to push it on others. Just remind them to toss the straw in the bin, don't deny them a basic tool because it might kill something. Otherwise get rid of all the screw drivers, they don't biodegrade and you can found easily with metal detectors.
