Yeah he was the mayor many people didn't he was. He still with the township in some capacity. That's how Jeffery got his job and connections. Not sure that was his dad in the video, but it may have been him and Jesse used this real life situation as part as the episode using it to get to want him to come home. Very smart and creative. But in all honesty glad people were ok.
