In my experience, usually when there's weird rules (or laws) like that it's because something specific happened. Maybe like you said they want to keep miles down or people kept messing up their bikes on test rides 🤷.

I'm 35 and have no intentions or desires to be Billy Big Balls and do crazy dangerous stuff. Just looking to enjoy the ride and go on some adventures with my dad and his bike.
I don't know about Yamaha dealerships. I have seen places trailer in bikes at certain times to dealerships for people to test ride.

How was the difference in power going from the sportster to the 117 engine? As well as the difference in weight?
Huge difference in power! The ST is heavier but it doesn’t really feel that bad.
