Luxembourg is close to France's Maginot Line. Try going for The Netherlands instead. It gives more resources, a puppet and is easier to take on.
That's not saying much. Luxembourg is easily the strongest nation in the game, only rivaled by Tannu Tuva.

IRL Germany needed to be quite cautious and overwhelm the enemy in single areas then exploit those breakthroughs. IRL Germany was the underdog. Hoi4 Germany is like the supreme strongest nation in the game
