Well the financial crises were right after this video that lead to massive cutbacks in transit funding that in turn lead to delayed, deferred, and ignored maintenance. I remember the grafitti covered cars of the 70s 80s as a kid.

The subway system went dow the toilet in the 70’s because of all of the deferred maintenance under Gov Carey and head of the MTA Richard Ravitch
