I'm both disgusted by Tony's pettiness and in awe of his knack for posturing here. He orders a bottle for the table and keeps his glass full. Everything perfectly orchestrated for Ralph to offer to share drink with him. Ralph, still reveling in his promotion, takes the bait without hesitation and gives Tony his satisfaction. You can almost see the look on Ralph's face like "Wow, I should have seen that coming."
I love how as Ralphie is entering as Tony and Artie cheers their glasses and have a drink together, like two friends do. Underscoring the essence of the scene. Brilliant as always.
And Ralphie used to run with Tony & Silvio when they were younger. Real distance between them, even accounting for the recent issues they'd been having.

I think you misunderstood the whole point tbh. Ralph did it BECAUSE he had a captive audience, whereas Tony did it to make his personal opinion of Ralph clear. It isn’t about showing him up, making him look bad, etc. it’s about letting Ralph know where he stands. He’s on captain Bc it’s slim pickings, not Bc Tony believes he deserves it. Perhaps part of it was pettiness, but I think it was mostly Tony sending a message. Plus I think Tony saw this as potentially a way to let Ralph be the take the fall for any mishaps. I mean, he was arguably taking over what was viewed as the “cursed” captains chair, having been repeatedly filled by the likes of Gigi, Richie, etc
The incredible thing about this show is that so many of the conflicts come from the characters being stupid or overly petty the plot and characters are still incredibly engaging and while the ways the characters may act might surprise you they still act in ways that don't feel out of place or wrong.
It's all a game. Posturing and face saving one-upmanship. Like pack animals it's how they establish their social hierarchy. Ralphie is Cappo in name only - the promotion doesn't mean he's any closer to, or has more influence with, the Alpha of the group. And the rest of the crew know it. Jackie Jr thought Ralphie had enough pull within the group to help him establish himself, but he couldn't read the unspoken hierarchy and couldn't navigate that environment.
