I might have to be a little faster for Mario and Tails, and the RNG in my favor to get the true "All Max" but I don't see it for now.

It’s probably because tails will kill you after like 10 ticks and Mario will not be stalled when he is that fast, so they just can’t be stalled when they are at their *true* max
