That's the business district and tondo is not all poor area!! That slum area is only a pocket area of whole tondo!! Majority of tondo is working class area and lower middle-class area
You're absolutely correct. Tondo, like many other areas, is diverse. While there are impoverished communities in Tondo, there are also working-class and lower middle-class neighborhoods. It's important to recognize the complexity and diversity within any area, thank you for providing a more nuanced understanding of Tondo.
