Ghouls are pre -wasteland people who transformed due to the nuclear blasts. We can assume this particular guy went to school and could even be a highly educated man, unlike wasteland people, most of whom are illiterate and know only very basic English.
He was alive pre war and knows about vault tec due to his past. So he knows manners just hasn't seen them in a long time lmao. The wasteland is a dangerous place.
In Fallout 4, the power armor also has another great advantage of negating all fall damage from any height. It's not realistic at all, like most of the game, but it's ridiculously fun to do a super hero jump off a 10 story building and land in the middle of a raging gun fight.

I think it's usually a super naive protagonist like Lucy that help shine an experienced veteran protagonist of The Ghoul After all everyone love to see the former have some character growth with them suffering

I figured the Ghoul used all of his VATS on the settlers he killed earlier, so his aim is off. It also kind of feels like the Ghoul doesn’t really want to kill Max and spends his time messing around and having fun. The first thing Max did was try to protect Goosey, so the Ghoul might have seen him as something beyond your typical knight.

Yes, INT:3 LCK:7 and perk Idiot Savant is apparently his official cannon. And funnily enough you can basically see his XP boost from IS in the series - the guy will level up fast while screwing up :D
The only fault with this otherwise glorious and fun scene is; the Ghouls intimate knowledge of the power armour, shown in the last episode, is completely thrown out the window. And can someone pleas explain why Maximus drops his pistol, is it the recoil that makes him fumble?
If you look closely, you can see sparks from some of the Ghoul’s bullets ricocheting against the pistol, causing Maximus to lose grip and fumble the pistol out of his hands. Not sure about the power armour thing, but it seems that the Ghoul is playing with Maximus anyway. I think the Ghoul figured out even then that Maximus doesn’t know how to use the suit properly, so he’s not much of a threat (unlike with the Brotherhood, where he needed to take them down fast).

Once he sees Maximus fumble his gun, Cooper pretty much figures he's not a threat and even laughs while shooting at him afterwards. Also, I found more answers on the power armor issue and why Cooper didn't exploit its weakness here vs. when he did with the Brotherhood: 1) Although he knew of the T-45 weakness, he didn't know that weakness existed in these newer T-60 suits until he tested it out on the Brotherhood. He had more time to figure it out there, as they were standing still and he had the advantage of darkness to cover him. Maximus, on the other hand, was charging him in broad daylight and therefore didn't have time to think about it. 2) Even if Cooper was aware of the weakness, he also didn't have the right ammo. The ammo he used in this fight were not the armor piercing (AP) rounds we saw him use against the Brotherhood. He probably didn't have them here or just didn't bother trying to load any (because again, he was playing with Maximus). 3) It's been mentioned that Maximus's suit was upgraded to have tempered lining. This most likely means his suit does not have that weakness to exploit.
