They are genetically modified humans and the strange speech was a vocoder that keeps their speech scrambled except from each other.

great video thank you for showing off all the versions. by the way the actors used for the death troopers in the mandalorian must have been crappy at acting. they didn't stand menacing or military like at all. they just seemed so blah! and weak.
