Hi! 'ly' will never ever be an inflectional at all. Inflections affixes are 8: 4 with verbs (3rd person singular present simple, past & past participle marker, ing for present participate) 2 with adjectives (comparative & superlative adjectives) 2 with nouns (plural marker & possession)
Normally, suffixes change the grammatical category of a word. I have explained that in lesson 3 with examples. you can check it out, but -ly is an exceptional case and problematic. -ly is regarded as a syntactic element. a morphology that is syntactic relevant is inflectional. For now, just bear in mind that suffixes are derivational including -ly. This is something I have explained in lesson 3. I only referred to -ly and the rest (un, able) as inflections because the definition of the stem is a word-form that remains after inflectional affixes have been removed. It says inflectional affixes, not derivational affixes, yet derivational affixes are implicitly included.
But ly is not an inflectional morpheme. It changed the grammarical function of the word from adj to adv(acceptable to acceptably)

Inflectional suffixes do not change part of speech. Your example for stem has no inflectional morphemes
