Honda GCV 190 fastest way to clean sticky valves on a small motor.

Honda GCV 190 engine off a pressure washer that I mounted on my Scotts lawn mower that wouldn't start. It was backfiring through the air intake so I took the flywheel off to check the key it was good then replace the spark plug which was bad. Then I emptied the fuel out of the carburetor and made sure I had good fuel flow from the tank which I did. Which led me to the valves. The exhaust valve was completely stuck and wasn't moving when I pulled the cord. Watch a guy clean them online by hand and figured a little power would make this job easier and faster.
