In the newly formed Ninth Cosmos, the One Below All was able to devour the sentience of the 8th multiverse named metatron and used all that extra power is consumed to turn the hulk into a massive being comparative to something like Galactus called the "Breaker of Worlds." 10 billion years later, the breaker of Worlds destroyed all life, on every planet, every Star, all the light in the world and essentially destroying the cosmos and all of creation.

Lucifer has done the same, and has the power to manipulate or destroy universes and multiverses as he sees fit with the blink of an eye as he has done so many times, and consequently he can also create such things. And Lucifer Morningstar has been around for many many many years and has countless outerversal feats and is the most powerful being in DC comics only behind the supreme being the presence and monitor mind (over void).
Lucifer has so many outerversal feats that it's almost unimaginable for him to be defeated. However the one below all was able to use a simple gamma radiated human and have him destroy all of the cosmos, without even having to leave the below place himself as his true identity.
The one below all has not been around very long at all and I'm relatively familiar with him, I am not as familiar with Lucifer as he has had a very long history in comics and in Neil gaiman The sandman and other novellas. I have to call a stalemate. Because I really don't know the answer, but I will say that I don't believe Lucifer could destroy the one below all just as he couldn't destroy the one above all, but I believe it's possible that the one below all could destroy Lucifer Morningstar in his true form.
This debate has gone on back and forth for a while and it's pretty split. I much prefer Lucifer as a character obviously
