It's great they're giving Raps the backstory. Such a sad one. Also to me it seems like Rapi would have every reason to sue the central government from a legal standpoint. She was unjustly shot and killed. Turned into a Nikke and forced to fight for humanity. In all honesty, I'm surprised she didn’t turn out like Crow. Edit: On the legal standpoint, I don't think any lawyer would take it though.
