They're was two more teams and a normal version of Rugal during development, but those are scrapped. The Boss Team lead by Geese, Krauser and Mr. Big were moved to '96 later and that team returned in '98 Ultimate Match. Geese would return in XIV and XV canonically, but he has different members omitted Big and Krauser to form Southtown Team. Although the SamSho team was scrapped, Nakoruru would make it to the Game Boy port in a reference to that scrapped idea. It won't long until XV would have an official SamSho Team as Season 1 DLC, but prior to that, Nakoruru made her first canon playable in XIV as part of Another World Team. Normal and Omega Rugal would playable in the roster eventually in both vanilla and Ultimate Versions of KOF '98. Which would said the same with CVS2 where you play as Normal and God Rugal there in a nod of that of '98.
