The reason why Black Frieza is barely above TUI Goku is that he scales the angels at 15 septillion, Grand Priest at 30 septillion and Zeno at 50 septillion and can’t multiply power levels by amounts such as x1.25 because it’ll be higher than the angels
Black Frieza power scale wise seems massive. He one shotted Gas (Who was beating UI Goku and UE Vegeta) in his base Final Form. Showing Base Final Form Frieza is stronger than both UI Goku and UE Vegeta fighting together. Now if you stack a multiplier from the black transformation it just looks ridiculous.
Frieza’s face changes slighting from final form to his golden form or his black form, it’s slight but it’s a little more defined. If you compare his face when he impales gas to his face before or after when he is in his base form. It’s easy to miss since the manga is black and white. That being said, he still one shotted a gas that was overpowering goku and vegeta who were fully healed and in there most powerful forms.

Bro Final form Frieza should be much higher than that for the Granolah Arc, especially Black Frieza. He trained for 10 years in the time chamber and just with 4 months of training he reached Blue level easily.

Final Form Frieza only going from a power level of 660 trillion to 692 trillion after _10 years_ of training is beyond lowball. Same goes to Black Frieza only being slightly above T.U.I. Goku despite the former blitzing and one-shotting the latter with ease. Got a lot of problems with the scaling here as you could probably tell.

this happens because the levels are done so little in quantity and believe that bills and whiss their powers are already defined, when their 100% is still an unknown, now you will have to redo the levels because giving goku new ultra instinct less than 50% of difference is illogical, and zombie gas is at least twice the power of goku MUI 100% and also exceeds his new and own u.i and freezer black is more than 5 times approx the power of gas, he pierced him with an instakill blow.

Final form frieza is above Gaz who is above Granola who is above Goku+Vegeta. The differance between regular and gold frieza is greater than Goku base to blue goku. Black Frieza is even stronger. ok if Goku and Vegeta in their strongest forms were both at roughly 15 septillion, and Frieza easily knocked them both out, I'd say he's at least twice as strong like 30 Septillion. keep in mind the Zenos and grand priest and all of the angels are all in the octillions with Zeno at around 50 oct. Whis is roughly 15 oct. So even tho Frieza had achieved a new strength far greater than Goku and Vegeta, the two Saiyans will most likely retaliate soon enough with an even higher power level. Frieza may be really strong now, but I still doubt he's anywhere near an Angel's level

Cell tournament goku super saiyan is actually the first time we see holy in the perfected super Saipan where he tapped the limits of the first super saiyan form which is why super saiyan 2 training had to be done because saiyan first form wasn’t enough at that stage…and saiyan transformation depends on the user so it’s useful in later episodes even if you tapped the limits of that form..and perfecting it makes ss2 that much easier to attain
If you look closely in the manga, Frieza actually switched to his black form.And if you don't undertand to look in the manga and agree Toriyama even confirmed it himself: "Frieza kept switching into his black form constantly"

He just transformed to show-off; 8: Zamasu isn't Ssj2 Goku Levels of power, Goku was suppressed in that fight; 9: Adult Gas is at the bare-minimum 2× Stronger than UE Vegeta or MUI Goku; 10: The Manga versions aren't 1.000.000× weaker than the Anime version, nowadays the Manga version has stronger fighters actually. ok if Goku and Vegeta in their strongest forms were both at roughly 15 septillion, and Frieza easily knocked them both out, I'd say he's at least twice as strong like 30 Septillion. keep in mind the Zenos and grand priest and all of the angels are all in the octillions with Zeno at around 50 oct. Whis is roughly 15 oct. So even tho Frieza had achieved a new strength far greater than Goku and Vegeta, the two Saiyans will most likely retaliate soon enough with an even higher power level. Cell tournament goku super saiyan is actually the first time we see holy in the perfected super Saipan where he tapped the limits of the first super saiyan form which is why super saiyan 2 training had to be done because saiyan first form wasn’t enough at that stage…and saiyan transformation depends on the user so it’s useful in later episodes even if you tapped the limits of that form..and perfecting it makes ss2 that much easier to attain

1: There is no Perfected Super Saiyan Blue in the anime, so it should be 50× stronger then SsjGod right from the beginning instead of being 10× weaker than it should;
2: Whis is WAY STRONGER than Beerus, he's not just 50% stronger than Beerus
Get that old "Goku=6 Beerus=10 Whis=15" out of your head because it is outdated and is, more than likely, a non-linear one.

8: Zamasu isn't Ssj2 Goku Levels of power, Goku was suppressed in that fight;

10: The Manga versions aren't 1.000.000× weaker than the Anime version, nowadays the Manga version has stronger fighters actually.
