I think it's for so you can skip the one cutscenes that you can't skip but since you Already failed the mission once the games think you already load the cutscenes so now you can skip it
bit of an old comment but tldr doing that allows you to skip the cutscene where ryder yaps about your haircut and how eating food gives you energy and stuff since you can only skip the cutscene when you fail the mission at least once
Cash is almost never an issue, the only thing you need to buy in the run is country rifle, and the airstrip -blueberry house. The only thing dealers would help in is the first haircut but it just a bonus not a requirement as curly haircut does it just fine

its random if they spawn, and they only use it on the first mission to get the better haircut
