Modern, sophisticated, top-of-the-line Russian submarines armed with nuclear missiles are by far more dangerous than surface ships, including United States Navy's aircraft-carrier-based battle groups. The era of large, heavy battleships and "flat tops" is over. These "surface behemots" are now literally obsolete and highly vulnerable.

2012-2023 Russia has commissioned 7 Borei and 4 Yazen class. Long term it is planning to commission 13 more of these types but still shrink number of subs by decommissioning the USSR era subs.
Truth be told, US could track USSR subs handily and had enough attack subs to eliminate them quickly. Hence Russian need to modernize. Which will leave Russian navy cheaper but more capable. Russia is decreasing its paper paper capability and increasing its real capability.

Modern diesel submarines are still effective weapons. Many countries are still developing and using diesel submarines. Actually those are "diesel-electric" submarines, most of the time they are running on battery therefore it is much quieter than nuclead submarines.
