Are houses just not good enough for economy?

They are weaker than others. Mills are a lot better. 5g for 3g return and if you get gold upgrade per lvl it gets even better. Gold mines give 6g on first night paying it off in 1 night plus 1 gold. Harbours are probably the weakest as they take a while to get going, so if you don't get first few nights not worth getting.
With the house upgrading for free upgrade though, always keep 1 lvl one house per night. 2g turns into 2g a night.
