He said,
First, Clean peanuts well and separate those with molds. You can wash it for 1 minute or use a dry cloth to clean the peanuts just like what he did on the video.
Then mixed 2 eggs using chopsticks. He said 2 eggs only, make sure all the peanuts are mix with eggs.
Add salt, pepper powder, and if you want it spicy then add some chili powder. After that mixed again.
Slowly add flour, make sure you use corn or potato starch not bread flour. Follow the way he demonstrated on the video how he gradually mixed the flour.
Then shift the peanuts and slightly shake to remove the flour residue and transfer to another clean bowl.
Heat oil in a pan. Make sure the oil is already hot before you put the peanuts. Once you put the peanuts turn the heat into the lowest temperature and make sure you don’t burn the peanuts outside. Cook it into small temperature for 7 to 8 minutes then remove all the peanuts and let it cool for 15 or 20 minutes. Heat the same oil again in a high temperature before you put back the peanuts then fry for 20 seconds only. 20 seconds not 20 minutes, then remove from the heat and let it cool again.
Prepare another pan and heat another oil and add white sugar in a low temperature. When the sugar melts, add the peanuts into the pan and mixed, make sure all the peanuts are mixed well with the oil and sugar and sprinkle white sesame seed. Remove from the pan and it’s ready to eat.

Use gram flour (in India we call it besan) instead of starch. It will make it equally crispy but more tasty
Besan will change the taste though
We don’t want it ti taste like peanut pakora do we

Interesting recipe. In India, there is similar, but spicy version. It is called "masala peanut". The recipe uses much less starch, but uses flour and spices, and if I remember right, is fried only once. Thanks for your post.

Technically yes...but since it is coated..the peanuts inside will be steamed rather than fried..if uncoated it will be fried crisp...

Ingredients
6 whole star anise (or 2 Tbsp ground anise)
1 Tbsp whole Szechuan peppercorn
1 Tbsp whole fennel seeds (or 1 Tbsp ground fennel)
1 1/2 sticks cinnamon, broken into small pieces (or 2 1/4 tsp ground cinnamon)
15 whole cloves (or 3/4 tsp ground cloves)
Instructions
Place all the ingredients in a spice grinder, coffee grinder, or food processor and pulse until fine. (Alternately, mix the pre-ground measurements together in a small bowl.)
Store in an air-tight container.
