During the lattice transformation from austenite to ferrite, the carbon atom simply no longer has a place in the already transformed ferrite lattice. It therefore diffuses into the adjacent austenite, which has not yet decomposed into ferrite. As a result, carbon accumulates in the remaining austenite over time.
This is simply the most informative Video on the Iron-carbon Phase diagram I have ever come across.
