Detect the drivers speed, know your drone range and top speed, but yes ultimately you will need several ground units. For one, a ground unit several miles ahead of the target. They will be need to be ready to pull over and deploy their drone when the team behind them is reaching its max flight time.
The technique shown is considered the "easy" way in the declassified CIA video on car surveillance. Though the trail(er) cars tend to bunch up as seen in their video from 1974. ruclips.net/video/oaIJA26tXr8/видео.html

Good stuff but personal drones can keep all of the need for ground units following the target which makes them near undetectable

Nah man , drons have a range. So u need ground units . But u have a point yes u can watch from far without being detected

it must have been a long road not to be noticed with that many cars following either counter or surveillance ops
