No they do not. They loan out their own IOU's which is created from thin air, not from you. They do not lend out your money. What they actually do with your deposit is that they might buy government bond with it, because it earns higher interest than just by holding your deposit. If they held your deposit, they wouldn't make money. Don't believe me? Being from Puerto Rico it really surprised me to find out that it is/was a tax haven. Funny since we left the island because my family didn’t have money. My dad took a job where his flight and housing was paid for and then when he saved money he sent for us (almost 20 years ago). My parents are there right now and they tend to travel back every year to visit family.

Belgium is a tax heaven. After seeing your comment i made a little research and the tax rate you describe is the one for a resident with a total taxable net income of +39,660 euros. Now when the video says Belgium is a tax heaven is talking about corporate tax, thats very different than a resident. When it comes to corporate tax belgium is indeed a tax heaven only behind Netherlands in europe which is first thanks to laxative policies when it comes to bussinesses fiscal supervision by the state.
