This happens because we have more passengers than seats. Railway required to increase seats or general coaches so daily commuters or small way travellers would be able to get their seats in appropriate places.

In my opinion, to avoid such issues. The GOI should implement a new law for every railway department where in every train stoppage or in the stations they land to abort the passengers and restart the journey before reaching their final destination the 'TT' should pay a visit in every Sleeper and AC compartments excluding the General whether the ongoing and newly attended passengers got their tickets with them and imposed fine or take necessary actions if one should failed to provide their ticket and that way the passenger can be assured with their safety of the seat and prevent any misconduct behaviours done by such people in the future.
