That's not an Obsidian plugin, but a Windows feature. With WIN+. you get this menu to pick emoji or animated gifs. However, there is an emoji Plugin, which let's you type :smile - or similar things - to create emoji in Obsidian directly.

I am sorry to hear that. There is some code involved. But you can copy/paste it without creating your own code from scratch or even understanding the underlying details. Is there anything specific, you want to achieve? Perhaps I can help?
