No, the joke is that he told the clerk that he was dialing a local number when he clearly wasn't. Local number would only require 7 digits. Out of country phone numbers are longer since you need to dial the country code and exit code as well
Also, not only what Disco said, but back in the day, there was a lot of policies in places with pay phones NOT to dial long-distance numbers, because the bill would be fronted to the building, and a long-distance call wasn’t cheap.
