I see a lot of course delays in the future.
This is pretty clearly not for a 9am saturday tee time. Its for like 5-9 holes at 4pm if the course is relatively empty.
We had a 4 year old die from being hit by a ball on a course near me recently. I'l never take my young children on a course now.
Safety is most certainly a key. This can be a very low risk activity when keeping the canopy up, facing the stroller away from other golfers and playing at slow times. There are also things like rain and bug nets that can be used if you want to take extra precautions.
